Australia closes ethiopia adoption program in December

The Australian government has released a "tough, strict" approach to ending domestic child adoption.

The move to abolish adoption was announced by Education Minister Christopher Pyne in Parliament on Wednesday.

He said all adoption agencies and adoption families had been banned from recruiting parents who are not already licensed.

Mr Pyne has also appointed a commissioner and a child psychologist to work closely with those agencies in implementing changes that will make sure all families who want to adopt adopt children will find an acceptable person.

"I know we are working with you on a very challenging and complex issue, and it is not the Australian way, but we have a long history of working with parents and their families across the country," he said.

"The Government is committed to making sure everyone can come forward and make their case, make sure they feel supported to go ahead with the adoption," he said.

The department had asked the Department of Social Services and Ageing to conduct a review of existing arrangements.

"This review will provide advice and advice to government as to the right things to do and the way forward on this issue," Mr Pyne said.

However he said he was not looking at the whole adoption issue, but looked at the areas in which it was relevant.

"I'm sure you will find the recommendations are complex and you will find it will take some time, but you will come into a process that is more transparent and you will arrive at a new standard of what the Australian child should expect from his or her government," he said.

"We don't want to discourage families from adopting, but there is nothing preventing you from giving your child up for adoption, and that is their decision."

Under the measures, only family members of the adoptee or adoptive parent can apply for a parental rights document from the Department of Social Services.

A person must be at least 18 years of age to apply, and can get one from an Adoption Agency and a parent.

That document must set out the birth of the child, how it was raised, why it should remain with the adoptee, how it should be supported in all aspects of life, and the date and place of its birth.

Family members of a child must still have a legal separation order in place for the child, and only one adoption has the same level of authority.

The department was asked by Mr Pyne not to refer to a decision to close a particular adoption agency or adoption family.

Mr Pyne said the changes will see the government take a more central role in the lives of people.
